Position Overview:
CASE Consultants International is seeking a Regulatory Fisheries Biologist/Environmental Scientist to support the NOAA Fisheries West Coast Region (WCR), Protected Resources Division. This position supports NOAA Fisheries’ mission to conserve and recover Pacific salmon and steelhead through regulatory science, environmental compliance, and consultation activities conducted under the Endangered Species Act (ESA), Magnuson-Stevens Fishery Conservation and Management Act (MSA/EFH), and National Environmental Policy Act (NEPA).
This position offers the opportunity to work alongside Federal scientists supporting some of the nation’s most important fisheries conservation and recovery programs.
Key Responsibilities
Support ESA Section 7 consultations and related regulatory reviews.
Prepare or contribute to Biological Assessments, Biological Opinions, Letters of Concurrence, Environmental Assessments, Findings of No Significant Impact (FONSIs), Environmental Impact Statements, and related environmental documentation.
Evaluate biological effects of proposed actions on ESA-listed Pacific salmon and steelhead using the best available science.
Support analyses of hatchery operations, harvest management strategies, and Hatchery and Genetic Management Plans (HGMPs).
Prepare concise technical reports, regulatory analyses, and supporting documentation.
Conduct literature reviews, biological analyses, and policy research.
Coordinate with Federal agencies, Tribal governments, state resource agencies, fisheries managers, applicants, and stakeholders.
Maintain Administrative Records and consultation documentation.
Support interdisciplinary project teams managing multiple concurrent regulatory actions.
Required Qualifications
Bachelor’s degree in Fisheries, Marine Biology, Ecology, Environmental Science, Natural Resources, Wildlife Biology, or related discipline.
3+ years experience supporting ESA consultations, NEPA analyses, fisheries management, environmental compliance, or natural resource permitting.
Experience supporting Pacific Northwest salmonid conservation or recovery programs.
Knowledge of ESA Sections 4(d), 7, and 10.
Familiarity with EFH consultations.
Experience supporting harvest management analyses.
Experience evaluating Hatchery and Genetic Management Plans (HGMPs).
Experience working with NMFS, NOAA, USACE, Tribal governments, state fish and wildlife agencies, or fisheries commissions.
Familiarity with ECO or similar consultation tracking systems.
Eligible to obtain and maintain a NOAA Public Trust clearance.
Publication record preferred.
