Senior Regulatory Fisheries Biologist

Position Overview:

CASE Consultants International is seeking a Senior Regulatory Fisheries Biologist to provide scientific leadership supporting NOAA Fisheries’ West Coast Region regulatory science mission.

The successful candidate will help lead complex consultation and environmental review activities involving Pacific salmon and steelhead while coordinating interdisciplinary scientific teams supporting ESA, NEPA, EFH, and fisheries management programs.

Key Responsibilities

  • Provide senior technical leadership for regulatory science assignments.

  • Lead complex ESA consultation analyses and environmental reviews.

  • Coordinate technical reviews and interdisciplinary scientific teams.

  • Review Biological Opinions, Biological Assessments, Environmental Assessments, FONSIs, Environmental Impact Statements, and other regulatory documents.

  • Evaluate biological effects of hatchery, harvest management, restoration, infrastructure, and development projects affecting Pacific salmon and steelhead.

  • Support analyses associated with Hatchery and Genetic Management Plans (HGMPs).

  • Coordinate with Federal agencies, Tribal governments, state agencies, co-managers, applicants, and stakeholders.

  • Mentor junior scientists and support quality assurance activities.

  • Prepare technical memoranda, briefing materials, and decision-support documents for Federal leadership.

  • Manage multiple concurrent regulatory science assignments while maintaining schedule performance and technical quality.

Required Qualifications

  • Advanced degree (M.S. preferred) in Fisheries, Marine Biology, Ecology, Environmental Science, or related discipline.

  • Extensive experience supporting ESA consultation and environmental compliance programs.

  • Demonstrated experience preparing or reviewing NEPA analytical documents, including EAs and EISs.

  • Experience supporting Pacific salmon and steelhead conservation.

  • Experience evaluating hatchery management and harvest management actions.

  • Exceptional technical writing skills.

  • Demonstrated ability to communicate complex biological and policy issues to both technical and nontechnical audiences.

  • Ability to work independently while coordinating complex interdisciplinary efforts.

  • Eligible to obtain and maintain a NOAA Public Trust clearance.

Preferred Qualifications

  • Previous experience with NMFS West Coast Region, Northwest Fisheries Science Center, or NOAA Fisheries.

  • Knowledge of ESA Sections 4(d), 7, and 10.

  • Experience with EFH consultations.

  • Familiarity with Pacific Salmon Treaty, U.S. v. Oregon, HGMP development, and Columbia Basin fisheries management.

  • Experience supporting Administrative Records and consultation tracking systems.
