Fisheries Investigative Support Technician

Overview: CASE Consultants International is seeking a disciplined and detail-oriented Investigative Support Technician to support the National Marine Fisheries Service (NMFS), Office of Law Enforcement (OLE), Pacific Islands Division (PID) in Honolulu, Hawaiʻi.
This position operates within a sensitive enforcement environment and provides operational, administrative, and monitoring support related to the Pacific Region portion of the national Vessel Monitoring System (VMS). The role requires strong organizational skills, accuracy in documentation, structured workflow management, and the ability to perform independently while adhering to established Standard Operating Procedures (SOPs).
This is an on-site position requiring daily presence in Honolulu.
This role emphasizes procedural accuracy, disciplined execution, and consistent performance aligned with contract requirements.
Key Responsibilities include:
Monitor and update Vessel Monitoring System (VMS) and AIS platforms
Maintain tracking logs and monitoring applications in accordance with established procedures
Manage incoming communications and ensure timely routing and acknowledgment
Generate recurring and on-demand reports
Process investigative case documentation and requisition forms
Conduct biweekly dockside VMS audit support
Maintain accurate records and audit-ready documentation
Safeguard enforcement-sensitive and non-public information
Education, Knowledge, and Skills Required:
Bachelor’s degree in marine affairs, oceanography, environmental science, criminal justice, public policy, or related field
5+ years of relevant professional experience in maritime operations, fisheries, enforcement support, monitoring systems, or technical program support
Experience working with structured tracking systems (e.g., spreadsheets, database tools, monitoring platforms)
Strong written communication skills and documentation discipline
Ability to work independently within established SOPs
Valid U.S. driver’s license
Ability to obtain and maintain a Public Trust clearance
Preferred Qualifications:
Familiarity with maritime domain awareness tools (VMS, AIS, Google Earth, GIS platforms)
Experience supporting government enforcement, maritime security, or fisheries monitoring programs
Understanding of IUU fishing, monitoring control and surveillance (MCS), or vessel behavior patterns
Experience handling sensitive or non-public information
