CASE is seeking experienced professionals to join our team supporting NOAA’s Modeling Moonshot. Selected candidates will help coordinate four interdependent focus areas spanning numerical weather prediction, data assimilation, high-performance computing, software modernization, and artificial intelligence while applying tailored, SAFe-informed practices to strengthen planning, collaboration, and research-to-operations delivery.

These positions are remote, with availability required during the contract’s core hours of 10:00 a.m.–3:00 p.m. Eastern Time. Selected personnel must be able to attend critical meetings at NOAA facilities in Silver Spring, Maryland, when requested.

Employment is contingent upon contract award and completion of applicable Government onboarding and access requirements.

Position Overview

The Program Analyst will support integrated resource, capacity, schedule, financial, performance, and reporting activities for NOAA’s Modeling Moonshot. Working closely with the Program Controls and R2O2R Lead, the Analyst will maintain the trusted data NOAA and program leaders use to understand progress, constraints, resource alignment, and emerging decision needs.

This position will analyze Government-provided information but will not access NOAA accounting systems or make Government funding or priority decisions.

Key Responsibilities

• Maintain resource, capacity, schedule, milestone, KPI, action, and performance data across four technical focus areas.

• Consolidate Government-provided data on demand, personnel assignments, specialized skills, availability, milestones, and constraints.

• Track actual obligations and expenditures against planned amounts using Government-provided reports.

• Perform basic financial, capacity, resource, trend, and variance analyses.

• Maintain dashboards, trackers, reporting calendars, source records, and version-controlled files.

• Support quarterly capacity, resource, funding, expenditure, and alignment analyses.

• Identify missing or inconsistent information and coordinate validation with responsible stakeholders.

• Document data sources, assumptions, confidence levels, limitations, and unresolved gaps.

• Maintain KPI calculations, baselines, targets, owners, reporting cadences, and action thresholds.

• Support program reports, iteration summaries, executive briefings, financial reports, and analytical recommendations.

• Verify consistency and traceability among dashboards, reports, roadmaps, schedules, registers, and source data.

• Track review comments, actions, due dates, and final dispositions.

Required Qualifications

• Bachelor’s degree in business, finance, accounting, economics, data analytics, information systems, program management, or a related discipline.

• Experience in program analysis, project controls, resource analysis, financial tracking, performance measurement, or management reporting.

• Strong spreadsheet, data-management, analytical, and quality-control skills.

• Experience preparing dashboards, recurring reports, status summaries, or decision-support products.

• Ability to reconcile information from multiple sources and document assumptions, limitations, and discrepancies.

• Proficiency with Microsoft Excel and PowerPoint, Google Workspace, Smartsheet, Power BI, or comparable tools.

• Strong attention to detail and the ability to meet recurring deadlines.

Preferred Qualifications

• NOAA or other Federal-agency experience.

• Familiarity with Federal program reporting, Government-provided financial data, resource planning, or contract deliverables.

• Experience with Agile programs, Jira, Smartsheet, KPIs, dashboards, or risk and issue tracking.

• Exposure to scientific, engineering, weather, climate, cloud, data, or research-to-operations programs.

• CAPM, PMP, business-analysis, data-analytics, Lean, Agile, or related certification.
