CASE is seeking experienced professionals to join our team supporting NOAA’s Modeling Moonshot. Selected candidates will help coordinate four interdependent focus areas spanning numerical weather prediction, data assimilation, high-performance computing, software modernization, and artificial intelligence while applying tailored, SAFe-informed practices to strengthen planning, collaboration, and research-to-operations delivery.

These positions are remote, with availability required during the contract’s core hours of 10:00 a.m.–3:00 p.m. Eastern Time. Selected personnel must be able to attend critical meetings at NOAA facilities in Silver Spring, Maryland, when requested.

Employment is contingent upon contract award and completion of applicable Government onboarding and access requirements.

Position Overview

The Program Controls and Research-to-Operations-to-Research (R2O2R) Lead will maintain an integrated management picture across Moonshot’s four technical focus areas. This individual will connect roadmaps, milestones, dependencies, risks, resources, performance measures, financial information, and transition evidence to support timely NOAA decisions.

The Lead will manage R2O2R as a continuous, evidence-based lifecycle, helping research and operational stakeholders identify readiness requirements and address operational considerations throughout development.

Key Responsibilities

• Maintain the integrated roadmap, schedule, milestones, dependencies, risks, issues, resources, KPIs, decisions, and R2O2R status.

• Integrate program information into dashboards, reports, executive briefings, and decision packages.

• Maintain dependency, risk, issue, impediment, action, and readiness records with clear ownership and closure criteria.

• Identify emerging constraints and cross-program effects before they disrupt milestones or transitions.

• Coordinate research teams, program leadership, and NWS operational counterparts around transition pathways and readiness requirements.

• Organize validation results, readiness levels, risks, infrastructure needs, support requirements, funding considerations, and operational feedback.

• Facilitate readiness reviews and track decisions, actions, approvals, and outstanding requirements.

• Develop and update R2O redesign recommendations based on evidence, operational feedback, and lessons learned.

• Lead program reporting and maintain traceability among technical work, milestones, risks, resources, performance, and operational outcomes.

• Analyze KPI trends, quality findings, stakeholder feedback, and root causes to prioritize measurable improvements.

• Direct and validate supporting capacity, resource, financial, KPI, and dashboard data.

Required Qualifications

• Bachelor’s degree in business, program management, engineering, science, information systems, operations, finance, or a related discipline.

• Experience in program controls, integrated planning, risk management, performance reporting, or technical-program management.

• Experience integrating schedules, milestones, dependencies, resources, risks, issues, and performance across multiple workstreams.

• Experience developing dashboards, executive briefings, decision packages, or recurring program reports.

• Strong analytical skills and the ability to translate technical information into clear management insights.

• Experience coordinating technical and operational stakeholders across organizational boundaries.

• Proficiency with Smartsheet, Jira, Microsoft Office, Google Workspace, Power BI, or comparable tools.

Preferred Qualifications

• NOAA, Federal science, weather, climate, environmental, modeling, cloud, data, or scientific-software experience.

• Experience with R2O2R, operational readiness, technology transition, lifecycle management, or DevSecOps.

• Familiarity with readiness levels, transition gates, validation evidence, operational supportability, and sustainment.

• PMP, PMI-SP, PMI-RMP, SAFe, Scrum, Lean, or comparable certification.

• Familiarity with high-performance computing, numerical modeling, data assimilation, AI/ML, or scientific-software modernization.
