Senior Environmental Analyst – Hatchery Programs
Position Overview:
CASE is seeking a Senior Environmental Analyst with deep expertise in hatchery programs and ESA/NEPA documentation to support NOAA’s Hatchery and Genetic Management Plan (HGMP) reviews. The ideal candidate will have strong technical writing skills and extensive experience evaluating the ecological and genetic impacts of hatchery programs.
The ideal candidate will bring prior experience working with NMFS or comparable federal natural resource agencies, providing a solid foundation in regulatory processes and interagency collaboration. A deep understanding of anadromous fish recovery efforts in the Pacific Northwest is essential, including the biological, ecological, and policy dimensions that shape hatchery and habitat management. The candidate must also demonstrate the ability to synthesize complex biological data into clear, concise content tailored for both scientific stakeholders and public audiences, supporting transparent and informed decision-making.
Key Responsibilities
Analyze biological, ecological, and genetic effects of proposed HGMPs.
Draft and revise ESA Section 7 consultation documents and NEPA environmental assessments.
Prepare responses to internal and public comments on ESA and NEPA documents.
Work collaboratively with NMFS staff and co-managers to produce technically rigorous documentation.
Ensure that ESA and NEPA evaluations are scientifically sound, accurate, and aligned with NOAA guidance.
Review compliance reports submitted by hatchery managers.
Provide monthly progress reports and status updates.
Qualifications
MS degree in biological sciences and at least 14 years of relevant experience.
6+ years of direct experience with salmon/steelhead hatchery programs and their ecological impacts.
Demonstrated experience drafting ESA biological opinions and NEPA EA/EIS documents.
Excellent scientific writing and editorial skills.
Familiarity with the Regional Mark Information System (RMIS).
Proficiency in Microsoft Office and document tracking systems.
