Hydrologist / Water Resources Engineer

Position Overview:

CASE is seeking an experienced Hydrologist or Water Resources Engineer to provide expert technical support to NOAA’s West Coast Region. This role will focus on conducting hydrological analyses and modeling to support the conservation and recovery of anadromous fish and their habitats.

The ideal candidate will have a strong working knowledge of regional water initiatives, including California’s Sustainable Groundwater Management Act and similar programs across the West Coast Region. Experience evaluating riffle crest analysis and interpreting key hydrologic metrics such as 7-day average daily maximum (7DADM) stream flows and temperatures is essential. Familiarity with large-scale climate patterns—such as El Niño and La Niña—and their influence on hydrologic systems will further enhance the candidate’s ability to assess environmental conditions. Prior experience supporting NMFS or other federal natural resource agencies is highly desirable.

Key Responsibilities

  • Apply engineering principles to hydrological analyses and modeling.

  • Review hydrologic reports and provide technical feedback.

  • Analyze streamflow data, perform instream flow assessments, and interpret habitat suitability models.

  • Use machine learning tools to evaluate streamflow, turbidity, and temperature data.

  • Conduct watershed-scale assessments and forecast changes using hydrologic models (e.g., GSFLOW, PRMS, MIKE SHE).

  • Generate GIS maps and participate in technical and stakeholder meetings.

  • Prepare technical memoranda, project reviews, and peer-reviewed deliverables.

  • Collaborate with NOAA staff and represent hydrologic findings to internal and external audiences.

Qualifications

  • Bachelor’s degree (or higher) in hydrology, civil/environmental engineering, or related physical/natural science.

  • At least 2 years’ professional experience (or 6 years combined education/experience).

  • Knowledge of anadromous fish biology, riverine processes, and flow management.

  • Proficiency in hydrologic and statistical modeling tools, including machine learning techniques.

  • Experience with federal environmental compliance (e.g., ESA, NEPA).

  • Strong written and verbal communication skills.

  • Familiarity with GIS tools and technical writing/reporting.
