CASE Wins NOAA ProTech
CASE awarded of ProTech Fisheries 2.0 and ProTech Weather 2.0 IDIQ Contracts
CASE Consultants Selected as Prime in NOAA ProTech 2.0 Fisheries Domain; Leads Hydroxeric JV in ProTech 2.0 Weather
CASE has been selected as a prime contractor under NOAA’s ProTech 2.0 Fisheries domain and will also serve as managing partner for the Hydroxeric joint venture under NOAA’s ProTech 2.0 Weather domain. These dual role appointments reinforce CASE Consultants’ deep expertise in marine, environmental, and atmospheric sciences, as well as its leadership in delivering technical and scientific services to federal agencies.
ProTech 2.0: A Strategic NOAA Acquisition Vehicle
The ProTech program is NOAA’s enterprise-wide vehicle for procuring professional, scientific, and technical services across four domains: Fisheries, Weather, Oceans, and Satellite.
Each domain is structured as a multiple-award IDIQ (Indefinite-Delivery, Indefinite-Quantity) contract, with a combined ceiling of $8 billion across all domains. The purpose is to streamline NOAA’s access to mission-relevant technical support, reduce acquisition overhead, promote small business participation, and flexibly respond to evolving scientific and operational priorities.
CASE Consultants as Prime in ProTech Fisheries 2.0
In February 2024, NOAA announced the selection of 21 companies as prime awardees in the ProTech Fisheries 2.0 domain. Among them, CASE Consultants was named for its strong track record in fisheries science, ecosystem management, data analysis, field sampling, and related support services.
As a prime, CASE Consultants is now eligible to compete for task orders under the Fisheries domain. Scope areas include studies, data collection and analysis, environmental surveys, consultation and management support, economic and social science, operations, and training.
This role positions CASE to influence sustainable fisheries management by working closely with NOAA Fisheries, regional management councils, and international commissions to deliver scientific insight, ecosystem modeling, and data-driven decision support.
Managing Partner of Hydroxeric JV in ProTech Weather 2.0
In September 2025, NOAA awarded 20 companies positions under the ProTech Weather domain, and Hydroxeric—a joint venture in which CASE Consultants is the managing partner—was selected as one of the awardees.
In this capacity, CASE Consultants will lead the Hydroxeric team in providing critical scientific, engineering, and professional services to NOAA’s weather enterprise, including the National Weather Service (NWS).
Under the Weather domain, services may include advanced modeling, data assimilation, observations system support, forecast system integration, verification/validation, impact-based decision support, and engineering support for NOAA systems.
The award features a five-year base ordering period plus a five-year option (for potential 10-year total), providing long-term mission support flexibility.
Strategic Significance + Capabilities
By holding complementary roles in both the Fisheries and Weather domains, CASE Consultants is uniquely positioned to deliver integrated environmental science and decision-support across oceanographic and atmospheric disciplines. Combined capabilities include:
Deep domain expertise in marine ecosystems, fisheries management, habitat modeling, and ecosystem-based science
Proficiency in atmospheric modeling, forecasting, hydrology, and climate science
Strong systems engineering, quality assurance, and program management skills
Experience in large-scale field campaigns, sensor deployment, remote sensing, and data assimilation
Ability to integrate cross-domain insights in response to climate change, extreme events, and environmental variability
CASE Consultants anticipates leveraging its network of scientific partners and subcontractors to scale in response to task order demands, while maintaining high standards of technical performance and innovation.
Leadership Commentary
“We are honored to be selected by NOAA as a prime in the Fisheries domain and as the managing partner of Hydroxeric in the Weather domain,” said Liz Tarquin, CEO, CASE Consultants. “These dual roles reflect our dedication to advancing environmental science in service to the nation. We look forward to collaborating with NOAA, stakeholders, and our JV partners to deliver mission-critical science, operational services, and decision-support.”
“With this breadth of opportunity, we will work to bridge atmospheric and oceanographic science in ways that support NOAA’s evolving needs—particularly in the context of climate resilience, integrated ecosystem management, and forecasting under uncertainty.”
