ESA/MMPA/NEPA Environmental Analyst II (Marine, Ocean, Coastal-focus)

Location: Hybrid – Silver Spring, MD (preferred) or NMFS Regional Offices. Telework eligible per client approval

Type: Full-time

Overview: CASE is seeking an Environmental Analyst to support NOAA Fisheries’ Office of Protected Resources (OPR). This position supports ESA and MMPA permitting, NEPA compliance, and Section 7 consultations.

You will work alongside federal scientists, attorneys, and policy leaders to ensure marine mammals, sea turtles, and endangered species are protected through sound science and legally defensible analysis.

Key Responsibilities include:

  • Review and draft MMPA Incidental Harassment Authorizations

  • Assist with ESA scientific research permits

  • Draft and edit Biological Opinions under ESA Section 7

  • Support NEPA compliance (Categorical Exclusions, EAs, EISs)

  • Analyze impacts to ESA-listed species and critical habitat

  • Prepare Federal Register notices and applicant correspondence

  • Compile and analyze scientific literature and public comments

Education, Knowledge, and Skills Required:

  • BS in biology, marine science, environmental science, ecology, or related field

  • 2+ years relevant experience (Analyst II level minimum)

  • Experience with ESA, MMPA, or NEPA processes

  • Strong technical writing skills

  • Ability to work independently with minimal supervision

  • Preferred Qualifications:

    • Experience drafting Biological Opinions

    • Federal consulting experience

    • Familiarity with marine mammal or sea turtle conservation
