Facilities Construction Manager (Engineering Technician VI) - USDA Forest Service

Position Overview:
CASE seeks a Facilities Construction Manager (Engineering Technician IV) to join our team supporting the USDA Forest Service’s facility project engineering needs for the National Forests in North Carolina. This position focuses on the management and inspection of active construction projects, especially those supporting facility disaster recovery across the Pisgah and Nantahala National Forests.

This is a unique opportunity to combine engineering and project inspection expertise in support of critical federal infrastructure in a natural resource setting.

Location: Asheville, NC (Remote within commuting distance)

Travel Required: Yes, within western North Carolina

Employment Type: Full-time, 40 hours per week (with flexibility for additional hours during events or emergencies) plus Overtime

Salary: Competitive, based on experience

Key Responsibilities:

  • Construction Management and Inspection:

    • Conduct inspections of facilities, trail bridges, dams, and transportation projects for conformance with contract documents, codes, and safety standards.

    • Prepare detailed construction progress reports with photos and narratives.

    • Identify and report deficiencies; recommend corrective actions.

    • Evaluate contractor payment requests and assist with RFI responses..

  • Facility Operations & Emergency Preparedness:

    • Conduct daily inspections of facility systems, including HVAC, security alarms, and solar water heating.

    • Provide recommendations for repairs and improvements to maintain operational efficiency.

    • Respond to emergency maintenance needs within 2 hours of notification, 24/7.

  • Engineering Support:

    • Perform facility condition assessments including water/wastewater systems.

    • Conduct surveys and field investigations to support project planning.

    • Develop and review contract documents, including specifications, SOWs, and cost estimates.

  • Project Planning:

    • Participate in pre-design scoping, survey efforts, and documentation.

    • Support design efforts for moderate-complexity disaster recovery projects.

Qualifications:

  • Minimum 6 years of experience in construction contract inspection and administration, including facility, site/civil, and trail bridge projects.

  • Strong knowledge of construction methods, materials, QA/QC practices, and field safety standards.

  • Experience preparing and reviewing construction documents, specifications, and cost estimates.

  • At least 6 years of experience assessing facilities and infrastructure for compliance with safety and maintenance standards.

  • Ability to work outdoors in rugged environments and adverse weather.

  • Stamina to walk, climb, and stand on construction sites for extended periods.

  • Proficiency in Microsoft Word, Excel, and Adobe; ability to provide own laptop, software, and camera.

  • Preferred:

    • 10+ years of experience with federal public works projects.

    • Level II Contracting Officer’s Representative (COR) certification.

    • Experience evaluating roads and related infrastructure for regulatory compliance.
